This is OK because tyhe cannon the people carry is very powerful. You can get the powerups, but you have to jump just right. I think you can also jump off the pyramids to get it, but I don't remember. When you get the double-laser upgrade, your cannon resembles when the tank gets the upgrade, with your shots spiraling out, and they do massive damage. I still think the Arwing is the best vehicle, since it can spiral and loop and stuff, while the others have limited moves. Howiever, the ground units do have a rapid fire, by holding down the fire button. Also, the other advantage that the ground units have is that it's hard to see them on radar, since the closer you get to the ground the harder it is for the radar to detect you. I don't think that it was a mistake to release Genesis earlier, the mistake was it's hardware. It should have been made it better. Look at Donkey Kong Country series on SNES. I haven't seen such good graphics in a Genesis game ever. Well maybe in Mickey Mania, but that's it. Even Sega's addons such as 32x and Sega CD didn't manage to beat the power of the SNES. Sega had the advantage over 1 year to make a successful system and they had wasted that time. They allowed the SNES to quickly get on its feet and take over Sega's good share of the 16bit market. I'm 16, I got the game and I must say that the game was pretty cool, in a way but it isn't a really true RPG like Final Fantasy 7 or so.
