We have only to the 13th of February to let the FCC know that there are better ways to finance any equipment costs to provide for phone use with the Internet. In our area the phone company is trying to price gouge, but the state has set limits on them. After the forwarded message alerting me to this chance to have input to how this will be financed, I'm appending a copy of an e-mail that I have sent to the FCC. Please consider voting and resisting this unfair price increase. Also, note that the FCC doesn't seem to be publicizing this. PLEASE FORWARD THIS MESSAGE TO EVERYONE YOU KNOW! AND SEND YOUR RESPONSES TO THE FCC AT: isp@fcc.gov. Copy of message I sent follows: >>Dear Sirs: Please don't allow telephone companies to impose a fee to use the Internet. I personally am disabled and on Social Security Disability and being able to connect with others via the Internet is vital to to physical and mental health. Having access to a computer and other people has really opened up my world but I had to wait for years to be able to get a computer and to be able to get on-line. It's expensive to be able to get the equipment and pay the fees needed to get connected. If I were to have to pay phone company fees on top of all of this it would restrict me even more. As it is, I have to limit my on-line time because I can't afford to pay for many hours on-line. I know many disabled people who will also be badly hurt if extra fees are imposed by telephone companies. I have been trying to help a number of other people who are badly disabled get discarded computer equipment so that they can also get on-line. Imposing such phone company fees would make things impossible for these people. I would be happy to pay $1.00 a year fee for having a computer if that would help raise the funds needed to provide the telephone lines and equipment needed to provide Internet service without per minute fees. There are so many computers in the US that it seems to me that if each computer were charged $1.00/year there would be plenty of money for equipment needs. I understand that the phone companies are trying to use these fees to discourage Internet over-use. I realize with AOL recently coming out with a $19.95/month fees for unlimited service the phone companies have been overwhelmed. I believe, however, that with time people who are abusing their phone time and staying on the Internet even when they're not using it will relax and be more realistic. I believe that right now they are being driven by fear that they will not be able to connect when they want to. I think that as AOL solves its problems with over subscription that this problem will correct itself and will free up telephone lines. In my state, Washington, our phone company, US West Communications, has been trying for several years to get the state regulatory commission to allow them a huge price increase. The commission, however, has refused to allow them to do this because they have huge sums of money and really aren't suffering and losing money as they claim to be. In addition, US West Communications is in trouble with the state regulators because their service has been deteriorating over the last few years. Many people have to wait for unreasonable periods of time to get repairs or new service established. And now that the problems that have resulted because of AOL's recent price decrease have surfaced, US West Communications has started pleading to charge more money. None of this adds up and the state regulatory commission in Washington State has called them to account for this. It's likely that this is happening in other places and with other phone companies. It seems to me that there are much better ways to solve this problem of providing adequate phone equipment. PLEASE consider the impact on the disabled, students, the elderly--those least able to pay for more expensive phone access to the Internet--and those who have struggled to put together a computer system so they can get on-line. Many of those people are trying to educate and better themselves and be able to function better in life. Please don't make it harder for them. Thank you.
