He is the District One representative on the Salt Lake City Council. The SLC International Airport is in his district. I mentioned that UGAA was displeased with how the Airport Authority is treating the GA population at the airport. He said that he attends the Airport Authority board meetings and is aware that the hanger fees have gone up but didn't realize there were any other issues. I suggested he attends our next meeting but he said that he had a prior commitment. He asked that we provide him documentation of our issues and he would assist us if he could. I gave him the UGAA web address and he said he would visit the site. After reviewing the site myself, I don't believe it has enough information conveying our plight. I think he needs copies of all the correspondence we have with the Airport Authority. Also all meeting notices, meeting minutes, and other internal memos. Anyone with this information in electronic format can E-Mail it to him. His address is carlton.christensen@ci.slc.ut.us I also asked him how someone can be nominated to fill the upcoming empty seat on the Airport board. He said that the Mayor's office has applications for the board. Their office reviews the apps then submits one to the City Council for approval. I would highly suggest that the UGAA decide who we would like to represent us and have that person submit an application, quickly! I think that Carlton may be able to help our cause, but he needs to be educated about the issues. It's supposed to be current within 30 days. It lists only the mailing address of local aircraft owners as derived from the FAA aircraft registration database. A lot of the people have probably aready been called, but there are a lot more that haven't. I was supprised to get over 750 aircraft registered in the Salt Lake Valley (not including Provo-Orem or North of Kaysville). I culled out the big iron (DC3,DC8, 737s, etc), balloons, helicopters, duplicates (ie American Aviation owns several aircraft), and still came up with 611 addresses... Unfortunately, (or fortunately, if you are a privacy nut like me), the FAA database does not include phone numbers. Its too late to generate a mailing. To be effective, a mailing would have to go today. Under the terms of the AOPA Legal Services Plan, please review the new Hangar Lease. I, and about 100 other AOPA members and hangar tenants that attended a meeting of the Utah General Aviation Association last night, would like to know what our options are as to what we can do about modifying some of the provisions of this lease so as to be more favorable to the hangar tenants. Be advised that this lease applies to all of the 400+ rental hangars at SLC, U42, and TVY. I have leased a hangar at Salt Lake City International Airport for more than 10 years. The new lease contains many untenable provisions, is totally one-sided, and appears to be crafted specifically to harrass GA aircraft owners, so as to drive them out of the Salt Lake Valley Airspace. Russell Widmar, the Director of the Salt Lake City Airport Authority (and who is calling the shots regarding this lease) has stated that revenues accruing to SLC Corporation would be maximized if "we can get rid of General Aviation", etc. I am drafting my own list of points regarding this lease, and will send them to you under separate cover. Lo and behold he has worked on Stinsons and Franklin engines "for 20 years". They currently have a 2-3 week backlog for annuals. He estimated the inspection cost on my Stinson 108-3 to be about 20 hours. I asked if they did any owner-assisted work and he said never, they don't do that sort of thing. This amount for a thorough annual is not unreasonable. He sounded pretty decent on the phone. The part about owner assisted being unavailable is not OK with me however. I fly in the backcountry and on some long cross countries and I want to learn as much about my plane as possible and do the work I can legally do. This is so I can fix something simple if it breaks in the middle of nowhere. And I have had to do so more than once when there was no FBO available and/or convenient. I believe I should have the right to do all FAR-approved work on my plane and assist a licensed mechanic in more major work. Due to the limited space and the very limited number of airports in the Salt Lake area, commercial and general aviation interests will need to find ways to coexist peacefully as they have since aviation came to this valley. I am confident this can continue. I am not aware of any substantive problems between commercial and general aviation. I don't understand or see any factual basis for the paranoia of the airport authority or their apparently anti-GA policies. I have attended most of the UGAA meetings and the city council meeting to try and help resolve the issues and give support. I understand that the number of people on the board, that are in negotiations with the airport authority, will not be increased. I have been a person to try and help place Phil Rocco on that board to help represent the concerns of us at airport #2, as some of the conerns may be different than those at International. I do understand that you want input and that is the reason for this letter. I share the same concerns of the majority that the issue of having outside mechanics being able to work on our aircraft in the hangars that we lease is important and one of the most difficult issues. I also share the same concerns at Airport #2 as Phil Rocco as far as the hangar rent increase is concerned and our substandard hangars at the north end. I know these issues were brought to the attention of Tom Bonacci over the phone as he was not aware of the problems at our airport before that discussion. On my own and before UGAA was formed I wrote a letter to the entire Airport Authority board, Mayors office and Lorraine Carlton. In that letter I let them know that I felt the rent increase was unjustified since the new hangars rents came down and our old hangar rents were going up by 24% and per a phone conversation with Lorraine Carlton that nothing would be done by Airport Authority to upgrade our hangars. As stated before the differences are that our old hangars do not have insulation, it's like a rain storm inside when it condensates. We only have one electrical outlet and one light bulb to light the entire hangar. When ever it rains very hard, and especially with a little west wind, our hangars flood. And the best is when the weather is as cold as it is right now when I go out to go flying I CAN'T since my hangars doors are frozen shut. The people leasing the new hangars at the south end do not have any of these problems, since those hangars were built like a hangar should be, and they pay the same amount of rent since there rent was lowered when mine went up! These are problems I decided to live with as I had a chance to move into a new hangar and did not want to pay the additional rent at that time. I also have made plans to upgrade my hangar at my own expense and time like others have done. Now since the rent has gone up I feel that's what I'm now paying for and Airport Authority should do the upgrades. In response to my letter the only reply I recieved was from Russel Pack. In the letter it states once again the reason's for the rent increases. In the last paragraph it states and I'll quote: The overall purpose for the rate increase is to ensure that we can continue to maintain a high level of service. We have also placed a work order to address the specific concerns you have with you hangar. Our Engineering Division is reviewing the drainage issues you raised as well. End of quote. This tells me that those of us renting at the north end will get our hangars updated. I don't know if the UGAA board feels we would be able to get the hangar rent rolled back, although that would be nice. If not, since we are in negotiations with Airport Authority, I and many others like me would like it in writing that we will get our hangars updated and get what we are now paying for. In section 4, use, paragraph F it states, " Lessor shall respond to a defects report from Lessee within 72 hours". In reference to my previous letter concerning so many problems with the north hangars at airport 2 I feel a "responce" from them would more than likely be a letter or phone call with no action. That would be considered a "responce". I feel it could read something like "Lessor shall act upon a defects report from Lessee within 72 hours" or better wording that may help solve some of the ongoing problems we've had for several years and actually get some work done.
